Two distinct problems occurred. First, the game did not let him choose the rotation. It just flipped the hex 180 degrees, or rather (considering the second problem) just showed it that way. Second, the rotation shown in the interface did not actually affect the gameplay at all. The battle phase and action phase both proceeded as if the hex had not been rotated at all.
