I will quote the instructions:
"Each player checks if one or more of their cakes meets the demands of the Customer card(s) in play. A player receives 1 star for each satisfied customer! Each cake can be used for only ONE customer and each customer can get only ONE cake."

This sentence if for a specific player. This means that, for one player, a customer cannot be used on more than one cake. But each player scores separately so each player can score customers. So there is no bug.
